It's hit and miss; just like everyone else.
In Hong Kong, (from experience)... it appeared more than 50% of people who went to the gyms were on gear. Like a serious epidemic... so easy to get it and so cheap.
But look at this guy I know ....
Jay Tam IFBB PRO.... This guy is like 5'5; his nick name is literally "BIG ARMS GEI" - Very few people look like this even when the gear is rampant everywhere.

What I noticed is that....
Doesn't matter what country you come from. You'll have some people with awesome genetics... but a whole ton of people with shit.
Common things I've noticed that with Chinese, most successful bodybuilders are short. I don't think they even benched 140kg for 10 reps if at all... These guys don't take hardly anything and look like this. Excellent genetics.
