I'm dropping deca now, replaced it with tri bold
As for OP, it really could be estrogen. I have never had issues with deca dick and I have blasted deca as high as gram with 300 test no AI no problems with penis.
My friends have run deca solo, no issues either with sex drive or penis

I can say 100% that too low estrogen makes your dick not respond no any sexual stimulation, maybe u lwoered it too much
do you have any low estro symptoms? it could be not problem from deca but from estrogen (too low or too high)

I'm suggesting he try calcium d glucirate over the letro, costs like 20$ ..
drop test and use more deca. keep estro in check and you wont have prolactin issues. test is the problem maker
