midsection wont drop BF

hi, my gf;s a competitor and leaning down but the midsection just doesnt budge even being on stage its still quite soft;
shes prescribed t4 for life due to thyroid issues; but is adding in t3 as it wasnt really helping enough and NHS dont realy get it!
she also having tamoxifen (20mcg/day) and winstrol (25mg/day) but still midsection isnt leaning the same as the rest;
any suggestions on what could cause this or what would be worth testing bloods wise etc?

check all hormone levels, also if she is competing hgh would be a great addition, 1.5IU of pharm grade hgh per day

cardio daily 30mins

estrogen, progesterone, testosterone. basic and key hormones. also thyroid ofcourse. also stresslevels can have impact on fatloss, cortisol.

Might be it is more water than fat in her midsection.
If she is leaning out all over her body,it is most likely that she is holding subcutaneous water.
